I want to go on record as saying that I hated this question. The term "Blue Moon" actually has a variety of slightly differing definitions. Using the seasonal definition of "four full moons during one season", they are correct. Using the "second full moon within a calendar month" definition, 32 weeks would probably be a much closer average. Heck, using this definition, both 1999 and 2002 had two blue moons each. Ambiguity, thy name is buzztime...
