Thanks again for your detailed recaps, REACH. While I've had issues reaching New Scaratings in the past, and am currently notified in my address line that this site is not secure, in bright red, I can't provide a technical answer to why you wouldn't be connected. Your internet service provider or software security may have balked. Hopefully your inquiry shall receive a response from another reader, better informed.
