Why not downgrade Plutonium to a dwarf element?

I need some help here. I'm old, confused, and not up to date on a lot of stuff, and need some help on this one to be able to contribute or dis-contribute (now there's a new word.) anything, but I've got no idea what this is about. I have a feeling that others might be confused also, so bring us up to speed, so this thread can get off the ground.
