Sorry to be so late but the answer you're looking for is New Zealand.
A bunch of African nations boycotted because the IOC wouldn't ban New Zealand because they were still playing rugby and soccer events in South Africa. And because everyone knows nothing brings disfavored governments tumbling down like not allowing a tertiary party to hop over things or run really really fast...
Speaking of 1976 Olympic games, Innsbruck hosted the winter games that year but was not the original city chosen.
Which city was the first choice of the IOC and what was the reason they gave up hosting the Olympics?

You are correct. It is New Zealand. It is my understanding that the IOC would not ban New Zealand partially because the uproar involved rugby, which was not an Olympic sport.

I really hate to do this...

Denver. The facilities were going to be more costly than the original plans, so a referendum was held to see if Colorado voters would support the additional costs (and taxes); the referendum was defeated. Voters were also concerned with the environmental impact of the construction. Therefore the USOC declined the games. The IOC offered them to Vancouver, and they also declined. Although Salt Lake City offered to host the Winter Games, the IOC decided to award them to Innsbruck, as they hosted the Games just 12 years earlier.

Denver... too expensive.
My brother bought a Denver Winter Olympics t-shirt before they pulled out. It would be interesting to see what that shirt would be worth now.
