I have two ideas in mind. Given American patriotism, I'll try the (primary) flagpole as my first guess

Flag Pole is correct. Once the location is etablished, they would plant a flag pole and raise the flag to be able to have the ceremonies, etc.

A group recently purchased the disused land and remaining buildings, and is endeavouring to rehabilitate the site and *puts on sunglasses* transform it into a science centre

From what I can remember of the South American continent, without looking at a picture, I think Columbia and Equador are close to Panama, but I'm ruling those out (Columbus and the Equator), so my next two thoughts are either Peru or Venezuela. My official first guess at this question will be Peru.

no "official" lyrics, but correct. Before I post a question, I do reserach to make sure that the answer is correct and the wording of the question isn't confusing. As it turns out, there were several attempts throughout history to add lyrics, but nothing ever took. Spain isn't the only country whose anthem is music only.
