Which I suppose raises another question. It has always been my understanding that only veterans are entitled to be buried in Arlington National, so who made an exception for Bobby and Teddy? Seriously, who has the ultimate authority over Arlington National? Note: I am not carping -- de mortuis etc. etc.

Bobby
In October 1943, six weeks before his eighteenth birthday, Kennedy enlisted in the U.S. Naval Reserve as an apprentice seaman, released from active duty until March 1944 when he left Milton Academy early to report to the V-12 Navy College Training Program at Harvard College in Cambridge, Massachusetts. His V-12 training was at Harvard (March–November 1944), Bates College in Lewiston, Maine (November 1944–June 1945), and Harvard (June 1945–January 1946). On December 15, 1945, the U.S. Navy commissioned the destroyer USS Joseph P. Kennedy, Jr. and shortly thereafter granted Kennedy's request to be released from naval-officer training to serve starting on February 1, 1946, as an apprentice seaman on the ship's shakedown cruise in the Caribbean. On May 30, 1946, he received his honorable discharge from the Navy.
'Teddy'
Kennedy enlisted in the United States Army in June 1951.[8] Following basic training at Fort Dix, he requested assignment to Fort Holabird for Army Intelligence training, but was dropped after a few weeks without explanation.[8] He went to Camp Gordon for training in the Military Police Corps.[8] In June 1952, he was assigned to the honor guard at SHAPE headquarters in Paris.[1][8] His father's political connections ensured he was not deployed to the ongoing Korean War.[1][9] While stationed in Europe he travelled extensively on weekends and climbed the Matterhorn.[10] He was discharged in March 1953 as a private first class.[8][10]
Maybe I'm missing something.
