When I was a newer player I attempted to determine the size of the Countdown question database, and my estimate based upon frequency of repeat questions was 150,000 to 300,000 questions. Assuming linear generation of questions from inception of the company until then and continuing now, that would've been about 10-20 new questions a day, not 40.
That's still approaching enough for one new question every game...that would be a great goal.
