What I would be more inclined to do is take six months' or a year's worth of playing data and use that to seed a competition, then have playoffs, which would be non-handicapped.

For some games, there just aren't many teams that are even vaguely competitive; if only 250 or so people are playing, there just aren't going to be many very good teams. Now some of that may be due to locations playing fewer than five boxes; I could see a tournament counting less than five scores per location.
